The recent death of Edward McGaffigan Jr. and the departure of Jeffrey Merrifield leave two vacancies on the U.S. Nuclear Regulatory Commission just as it's poised to make a historic decision about the nations spent nuclear fuel.

NRC is headed by five commissioners nominated by the president and confirmed by the Senate for five-year terms. The president designates one commissioner as the commission's chairman and official spokesperson.
